Other than it's happening, this isn't really that big of news. We've known for a while that Ryan was probably going to retire as speaker in the near future. This is just left-leaning news pushing an agenda of a blue wave coming this November.

Actually this is an extremely ill omen for the Republicans and their chances to control the House.

1. Chilling effect. When the leader decides to quit, that'll mean more Republicans will follow since they don't want to risk being humiliated and losing their seat. This is a lose-lose for Republicans because the loss of an incumbent means you lose name recognition and the financial system they had which means it becomes even harder to save that seat.
2. Money. It signals to the billionaires and oligarchs who run the Republican party to save their money for the House races, so you're going to see the purse strings tighten.
3. Embolden Democrats. Ryan was already a top target for Dems in the midterms as they were fielding a strong candidate against them. Ryan quitting means Democrats can declare victory and reallocate all the money they had planned for that race to other races now.

If Trump finds a way to fuck things up further or the economy starts tanking ever after all the unnecessary adrenaline shots he gave it. And assuming the Russians won't hack the elections (Because Republicans refuse to do anything to secure them and are still trying to defund agencies that are in charge of election security.) you'll be looking a blue typhoon

I live in Ryan's district, it's unlikely to swing. Though Ryan never had a real opponent, just Democrats running for the sake of running. Last opponent Ryan had got more media coverage from cleaning a toilet, actually serious about that, than all of the rest of his campaign combined.

Be careful with your assumptions. Overconfidence fucks over the Democratic Party all the time. The supposed blue wave may depress D votes, while scaring Rs to the polls. Republicans are already feeling fucked, and for them, voting is a matter of survival, not just politics.
